Manuel António de Almeida Pereira was admitted to the Council of Europe in January 2016 as a Project Manager to the GLACY+ Programme, (Global Action on Cybercrime Extended), based at the Council of Europe Programme Office in Bucharest, Romania (C-PROC); A capacity building global project of 10 million Euros which includes reform of cyber legislation, training programmes, and technical assistance to countries around the world in the fight against cybercrime and in the proper use and access to Electronic Evidence.

Manuel has dedicated 25 years of his legal career to the reform of criminal justice systems in different capacities, working for United Nations (UNODC, UNMIK and UNHCR), The Organization for Security and Cooperation in Europe (OSCE), The International Development Law Organization (IDLO) and also on a EU level with EUROJUST and the European Institute of Public Administration (EIPA). He also practiced law for 12 years in Portugal.

Manuel holds a Masters Degree in law (Political-Judicial Sciences) by the University Portucalense Infante Dom Henrique in Porto, Portugal and a Post-Graduation in National Defense by the Institute of National defense in Lisbon, Portugal.
