Dr. Issa is an attorney at Law at the Beirut Bar Association since 1991. He was a lecturer at the Faculty of Law in Higher Studies at Sagesse University from 1996 to 2012 and at the Faculty of Law and Political Science at the Lebanese University from 1998 to 2002. He was appointed as the president of the Association for the Development of Informatics and Law (ADIL) from 1998 to 2002, and as the President of the Information Technology Committee at the Beirut Bar Association from 2004 to 2012.

Dr Issa worked as a Legal Consultant for different international organizations and as a Lecturer in several specialized conferences and seminars. He is a researcher, writer and co-writer of several articles, studies and law proposals in the field of legal informatics and Information & Communication Technology.

Dr. Toni Issa pursued his university studies at the Faculty of Law in Saint Joseph University in Beirut and received his Law degree in 1990. In 1995, he received his Higher Studies Diploma in Private Law from the Lebanese University in Beirut, where he also achieved his Doctorate of State in Private Law in 2000. In 2014, he earned his Executive MBA degree from HEC (Paris), and he received the National Order of the Cedar Decoration in the Rank of Officer from the President of the Lebanese Republic. He also received in 2000 the Middle East Information Technology Award for his contribution in drafting Internet laws and regulations and e-commerce services in the Arab region.
